Through the Children and Social Work Act 2017, the Government introduced the requirement for local authorities to publish a ‘Care Leaver Offer’, which outlines the services for care leavers available within the local authority area.

 This document aims to provide practical assistance to council officers and councils developing their Local Offer for Care Leavers. The document does not seek to be an exhaustive guide to issues that should be included in any final care leaver offer but provide a range of suggestions, questions and best practice examples that councils may wish to consider or replicate as they develop and evolve their Care Leaver Offer.

A national offer for care leavers

The government have recognised the financial difficulties which care leavers can face when transitioning into independence in their latest care leavers’ strategy. Whilst it is welcome that central government are asking all local authorities to publish a comprehensive local offer for care leavers, there are some changes, such as those outlined in this document, which central government alone can achieve.
