Kathy Evans, Policy Director at The Children's Society, said:

“The Children's Society welcomes the publication of this year's State of Social Care in England report. The Commission for Social Care Inspection (CSCI) identifies as a major concern the fact that too many people continue to have too little, if any, choice and control over the social care services they use.

The Children's Society is launching a campaign which aims to give one group of social care users, disabled children placed away from home, the voice they are currently being denied. We are urging the Government to establish the statutory right for all disabled children placed away from home unconditional access to an independent advocate. The Children’s Society's campaign call is supported by more than eight out of 10 adults(1) who agree that disabled children and young people placed away from home should have access to an independent advocate.

There are more than 13,000 disabled children placed away from home(2) and as the State of Social Care in England report highlights too many children in care are moved around frequently, denying them the stability that would improve their life chances. Disabled children with communication impairments are particularly vulnerable and need the support of someone who is willing to take the time to listen to their views and ensure they are taken into account when decisions are being made about future placements."

  • There are 1,320 looked after disabled children in residential settings, and a further 965 placed in foster care. Many disabled children are living away from home for 52 weeks a year, often placed a long way away from family, friends and their local community. According to the Department for Education and Skills around 10,500 disabled children live in some form of residential special school.
