'For too long we have been bringing the full weight of the criminal law to bear on offences committed by children at too young an age. All too often this simply pushes them into further criminality - rather than turning them away from a life of crime.
'Addressing their behaviour through punishment alone is nonsense. Instead our response should focus on the family and wider community. This is certainly not a soft option. It is an approach that will bring better results for victims, communities and, most importantly, children themselves.'
